1999 Ford Ranger Will not run smooth while accelerating

How do I test the fuel pump?
I replaced the Battery and the altenator.
Another problem I'm having is it is not shifting when it should.
I do not drive it during the winter and it sits outside.
I have not been able to use it all this summer because of constant problems!

Find the test port on the fuel rail if none T-in into the fuel pressure line to check fuel pressure and comeback with the readings. Also check the vehicle speed and throttle position sensors.
