1999 Ford Ranger temperature

When I start up the truck it will get to normal temperature then if I turn on the heat it will decrease the temperature all the way to the 'c' on the dial and the air comes out no warmer then 70 degrees. Turn off the heat and it warms back up to running temperature.

You probably have a stuck thermostat. When the truck is cold remove the radiator cap and then start the truck you will be checking to see if the coolant is circulating right off the bat. If you see the coolant mooving or circulating your stat is stuck open.

I looked at this and the coolent is not moving..

With the truck off grab the cooling fan and try to turn it it should be just a little stiff but turn. If it doesn't then you have a bad fan clutch. The combined air flow plus the cold temp out side could be to much.
