1999 Ford Ranger Rod has come apart

Suspension problem
1999 Ford Ranger 6 cyl Two Wheel Drive Automatic 103k miles

I reacently had some suspension work done on my truck. There is a verticle rod that has come away from its mount at the top. See picture. Would this rod have been disassembled when the shocks were changed? Is it possible it wasn't reinstalled correctly? What should I expect to pay to have this repaired? no need for it to be removed when shocks replaced
its about $75 each side
to have it done at a shop
