1999 Ford Ranger Back passanger wheel stuck

I didn’t use my 1999 Ford Ranger Pickup truck for about a month, when I went to go move it the rear passenger side tire will not move. The transmission seems like it wants to move but drags the tire. Strange but I can get it to go in reverse with no problem. Can this be an emergency brake problem it is a manual transmission.
