i will drive shut ranger off wont start,it will roll over,let it sit for 15 minutes then it will fire up

You need to test while the no start is happening. First two things I would check to see if they are adequate would be the loss of spark and the los of fuel. A spark tester will test for spark, and a fuel pressure gauge will show the true fuel pressure.
