1997 Ford Ranger engine idle

When I'm at a stoplight the engine RPM increases and decreases about 300 RPM every 10 seconds. I can hear a click under the hood when this happins.

I have a 1996 Ranger, and when mine does the idle change, it is usually because I have the A/C or heater running.
