1996 Ford Ranger sort of a wisling sound at a certain speed

sounds comes somewhere from the front of the truck. It does it when the air temperature is cold below 0 Celsius and while I'm driving so it's hard to locate where the sound comes from. It seems to be influenced by the engine speed and when I press the clutch the sounds stops. It appears around 45 and 55mph and it does not do it all the time. Sometimes it can be do it when I'm driving around 35mph. Really hard to even say if it's mechanical or physical.

A relatively cheap and easy part to replace is the PCV valve, its is neglected already and it can cause a whistling noise when bad. Also check the vaccum lines when they are cold they dont seal as well and any air leaking out can cause a whistling noise. Pop the hood and listen, use a piece of gas line as a stethoscope
