1996 Ford Ranger rotors

i was told these rotors pull off after removing the caliper and bracket.i couldnt remove the rotors.there seems to be a 3 to 4" diameter ring with flat edges opposite eachother which is up against the rotor.does this need to be removed to free the rotors?thankyou
