gas leaks everywhere when I fill up my truck, but it does not leak otherwise...is this a pump problem? tank problem?

If your problem is gas coming back out of the tank when you're filling it up (spilling), it could be a faulty purge valve (air doesn't get out of the tank as you're filling it).
