1995 Ford Ranger Shifter won't Move

If the shifter won't move then there could be pressure on the parking pawl inside of the transmission or the steering wheel is turned too much and locking the shifter on the steering columb. If your truck is parked on a hill or the trailers' weight is pushing or pulling, this will put pressure on the tranny parking pawl. To release this pressure try physicaly shaking the truck--that's right--shake the truck or have a friend shake it while you try to get it in gear. To release the steering columb turn the wheels in the direction of the front wheels. This will be difficult. I have never heard of a fuse having anything to do with the shifter being jammed or not moving.
