1995 Ford Ranger blower motor

Blower only works on high. I am thinking that it is some sort of relay? Any idea where it is under the dash and can it be checked with out replacing it to confirm that it is the issue?

Chances are the blower motor resister is bad. It should be located near the blower motor itself.
