1994 Ford Ranger water pump pulley not turning

Hello - a couple days ago I had a squealing noise while driving my truck. Shortly after this noise started the serpentine belt broke. I thought that the belt had just worn out, so I replaced it. When I started the truck it immediately started squealing and I noticed that the water pump pulley was not turning. Would you say this is a water pump problem or something bigger?

Sounds as though the water pump has locked up.Try removing the belt and see if the pump will turn by hand, if not a new one is in order
