Blower Motor high speed only

Heater blower motor only runs on High speed. I changed the resistor but it did not fix the problem.

BLOWER MOTOR ONLY RUNS IN HIGH
Check for open blower motor resistor. Check for open thermal limiter. Check blower motor switch.

Blower Control & A/C On-Off Switch
The rotary blower control switch on control assembly selects blower speed. An on-off switch energizes or interrupts the compressor clutch field.

Thermal Limiter
The blower motor thermal limiter resistor is mounted on passenger-side of evaporator case, behind glove box. The thermal limiter section of resistor is an overheating protection device. If resistor circuit opens due to excessive heat, replace resistor.
