1993 Ford Ranger truck wiil not get hot

My truck will not get hot the temp gauge barly gets above the cold mark we have replaced the thermaste and the heater core I was told it could be the fan running all the time but I can not locate the sensor to tell the fan not to turn on until the motor is hot

On the top right front on the coolant line is the engine coolant temp sensor, it may be defective...Here are the resistance and voltage values if you want to test it.
