1993 Ford Ranger Front Brakes Engaged

Front brakes are engaged (pedal is not pushed). They are not locked but will not dis-engage when the pedal is released. Also pulls to the right when brake is pushed. What needs to be fixed/replaced? Also is this a fix a shade-tree mechanic can handle or do I need to take to a professional?
