1993 Ford Ranger Emergency brake

It seems like the emergency brake is on and wont release the back right wheel gets hot and smokes, I was parked and the Emergency brake was on I released it but after i put it in gear it wouldnt move, eventually it moved but seemed like the brake was on, when you put the truck in neutral it will not roll.

go under the truck and try to twist and pull on the cables some times that help release stuck cable
that will get you going but really you should replace the cable
