I have changed everything on the crankcase ventilation system and it continues to blow oil back out of the dipstick hole

you've changed your pcv valve and made sure the vent tube is not clogged?

yes nothing is clogged.everything has been replaced .I can take the oil filler cap off and it doesn't blow oil
