1987 Ford Ranger Tapping in engine when cold

I just had the top half of my engine rebuilt. Now there is a tapping noise possibly a lifter tapping when the engine is cold. After approximately 10 minutes of running it quits. What would you recommend to solve this problem?

Could be possibly a problem with lifter/s leakdown-its always like that during an inital start and eventually fade away in that time.
