when i start the car after it sits for 4 hours or more it smokes real bad for 3-4 minutes. Then it will quit. The smoke looks almost white but it smells like oil burning. The water level remains the same but it uses a little oil.I'm thinking the valve seals may be bad.Do you have to remove the head to replace them?

Yes, but you must use the proper spring compressor and retain the valves once the valve springs are removed or the valve will fall into the combustion chamber. There are 4 valves per cylinder on your engine.
