1994 Ford Probe Will not turnover

When I turn the key, I can hear some clicks but the starter does not engage and turnover the engine. I checked the fuses, replaced the battery, and replaced the starter. I have 12 volts at the starter motor but not at the solenoid.

Check for power at the S teminal of the starter relay while disconnected, do you have it? If not test the neutral safety switch and ignition switch
