Can timing be checked on an engine that won't run?

You can do a static timing on it by placing no.1 piston on its compression stroke and lining up the timing marks at the pulley to 0/TDC and make sure the rotor is pointing to the no.1 cap tower. At this point the car should fire up and then use an inductive timing light and set it to specs.
