1989 Ford Probe fuses or wiring?

As i start my 89 ford sometimes my dashboard does not light up. so after turning off and on the car a couple of times it finally turns on. i wanted to know how i can specify where the problem is... do i need new fuses or is it a wiring problem??

Check the fuel pressure if okay-Start by testing the ignition switch sounds like it if you have to play with the key on and off to catch the sweet spot
