1989 Ford Probe Brake "hums" on start

It's not the actual brakes themselves but under the hood there is a constant humming noise near the master cylinder, and the master cylinder has brake fluid coming out from the top and sides.
when the engine is on it seems to be sucking fluid from the smaller reservoir and pushing through the master.
