I'm thinking a vacuum\pressure tester is used, in conjunction with a voltmeter, not quite sure what the order or series of tests consist of..

use a vacuum gauge and hook it up to intake vacuum the reading should be steady around 17 to 20 in then hold the rpm up to around 2500-3000 and hold it there for about three minutes if the gauge drops to low vacuum and dosent recover you have a restriction
