front brakes locking up

i own a Ford Pick up F100 1981,problem is the front brakes are locking up, already replaced whole calipers, clean the brake lines and purged them out, and still the problem continues, what else can i do? please help me!

Could be the proportioning valve is stuck, causing full pressure to the fronts or absolutely none to the rears, causing the fronts to lock

Any contaminants in the fluid? Oil? Any master cyl work latley?
