Check Engine Light

I'm trying to get one of my customers to pass the NYS Emissions inspection to no avail. It came in with 2 codes P141 and P161 which are O2 sensors and we replaced both, cleared the codes, and did the prescribed road test to reset the monitors. As soon as I complete the generic drive cycle, the light pops back on with the same 2 codes hense, the vehicle still won't pass inspection. Any help would be appreciated. Thank You

What kind of vehicle, year, mileage, engine type?

Sorry..
It's a '97 F150 with a 4.2 engine with 74,229 miles on it.
