1996 Other Ford Models smoking from exhaust white smoke

im havn problems with my ford maverick 4x4 1996 model diesel. its smoking from the exhaust its also losing power the revs wont go up above 2000 its had new air filter fitted new glow plugs.new oil filter and diesel filter anyone got any ideas as to what the problem is.

this sound's like it could be a turbo fault ..one of the seal's in turbo has gone ?? i have no listing for a meverick ...
