my battery light is on when the car is running the headlights are very bright and the the gear box will not change up or down gears just stays in 3rd all the guages will not work and you can hear a wiseling sound through the radio.i have tested the voltage out put at the battery and with the engine runing is puting out 17 volts.the problem comes and goes any ideas
