1990 Other Ford Models Ignition wont work

I have a Fleetwood flair RV 1990 460 CID. When I turn the key I have no resistance. It won't depress the plunger to the starter. I have electrical power.
I can start by manually pushing rod. Won't cut off ignition I can easliy pull out key. Pulling up on rod cuts off ignition. Life is not good like this because the batteries continue to drain unless I disconnect batteries plus it aint right.
What the problem and if I have to pull the steering wheel how hard is it and what precautions do I need to take when reinstalling.

hi the prob is the electrical part of the ignition this is mounted on top of the steering coloumn. drop the 4 bolts holding coloumn lay coloumn on seat change the switch about 20 for parts
