1987 Other Ford Models front end shakes

my van has a bad vibration in the front end when moving about 28 mph - 43 mph, it also shakes very bad when the brakes are applied. The pads are new, could it be my rotors or something more serious?

Front rotors will be the brake vibration, also have the tyres checked for condition & balance.
