Engine Performance problem

I am using a ford 400cid engine in a boat used in the marshes of south Louisiana. The engine starts fine, idles fine, but at rpm's above 3500 it begins to miss and cut out. In addition, when you put a load on it, it bogs down and blows black smoke. I have had the carb rebuilt, changed distributor, plugs and wires, filters and coil. What else could it be?
