I turn on the air conditioner and the idle seems to jump up and down when I come to a stop. Sometimes even almost coming to a stall, but never cuts off, but when it does that, it revs up high for a second, and then goes back to normal.

This only happens when I have the air, or defrost on. but now seems to have a low idle with the air off.

Try cleaning the throttlebody, and the Idle air control valve...Use a cleaner that is Ford approved, parts are teflon coated...harsh cleaners destroy the coating! Does the check engine light come on?
