If the belts wont go back automatiucally it could be a issue with the inertia locks.Has the vehicle ever been in an accident? Is there a SRS (airbag) warning light on?

If they arent twisted or anything, you may need to replace them.If they wont retract, I wouldnt depend on them to lock properly in the event of an accident
