1999 Ford Mustang fuel pump doesnt get current

engine turns over, plugs fire, but fuel pump wont run in either circuit. know the fuel pump is good. took out and hooked to battery and it worked. but when put voltage meter on wires in circuit one, only getting 1.4 volts for about a second. then when you try cranking engine, there is no voltage at all to the fuel pump, which would be the secondary circuit.
what would be the cause of this problem?

Check and test the fuel pump relay and the inertia fuel cut off switch.
