1998 Ford Mustang horn not working?

i have checked the fuses,printed up fuse box info for under hood and under dash
i horns are there,can the cruise control not working have anything to do with horn not working? please help

98 mustang. went under to see what the problem was and the horn came off in my hand. wires where still live thought, easy to put in another
