1996 Ford Mustang Windshield wipers won't shut off

I have a 1996 Mustang and suddenly when I turn it on, the wipers start as if they are on, but the switch on the side of the steering column is in the off position. Any ideas what causes this. It isn't the motor. I replaced that, so now I am not so sure what the issue is.
