1996 Ford Mustang when is a valve job necessary?

I was told by a mechanic that my mustang has the number 4 spark plug not getting pressure and it needed a valve job can I value his judgement?

I dont really know him so...... at that mileage it could very well need it. How did he come to this conclusion? Compression test? cylinder leak down test?
