When my headlights or corner lights are on only my right turn signal will not blink but the light will come on and stay on it just wont blink. But when the lights are off it will blink just fine. And the left one works whether the lights are on or off.

check for a loose/dirty/damaged ground wire at that specific turn signal assembly as well as at the headlamp switch .
