1986 Ford Mustang 6 cyl Automatic 126721 miles

I own a 86 ford mustang LX, 3.8, auto, throttle body.
I just had the idle speed regulator replaced and I am still having trouble with the idle of the car. When we adjust the idle to 1000 rpms in gear, it drops to 600 rpms out of gear. Then when I have to make a stop at the ight it chokes and sometimes stalls out. If we turn the idle up, it wont stay there on its own for some reason. It automatically goes back to 1000 in gear and 600 out of gear. Is there something else we need to adjust at the same time?

try putting in a new TPS throttle positioning sensor. this gets it's signal from the computer and controls all idle and run speeds.
