1968 Ford Mustang starter stays engaged

i have a 68 mustang with a mildly built 84' 302 in it.i put a gear reduction starter on it and it stays engaged when i start car.tried different starter and it still does it.checked all elect. connections at solenoid and they are working properly with key in on position.dont know what to do next.

Were there any shims on the original starter?
