1996 Ford Mondeo kangarooing, surging, jerking

My car surges back and forth like someone learning to drive when lifting off the accelorator or holding it just on power between 1500-2750 revs. Have had ford look at it and said vehicle speed sensor might be faulty, is this a symptom? Have replaced plugs, leads ans MAF sensor, also had injectors out and cleaned, have just taken Vehicle idle sensor out and sprayed with WD40 and soaked. Pretty much the same. Any other ideas please????

Someone learning to drive is how I'd describe a charcoal cann purge valve stuck open, an EGR problem too.
