1996 Ford Mondeo Two Wheel Drive Manual 111604 miles

hi i have a 1.6 16v mondeo i have put on new ht leads because the engine was only running at 2oo revs plugs where new last month could you please tell why she wont run at normal revs

check clean or replace the IAC (idle air control)
