1995 Ford Mondeo think the timing belt is going

when the engine ticks over it surges and sometimes stalls. also sometimes when i put my foot down it can take a second or so to excelerate doesn't matter what gear it is in. I think its the timing belt or the induction kit. any experts please enlighten me many thanks
