TESTED WIRES,FUSE AND BULBS ALL ARE OK.
IS THERE A SWITCH OR CONNECTOR UNDER THE BRAKE PEDAL?

The lights are cotrolled by a computer module so check the switch and wiring first and let me know if this doesn't cure your problem we can do some other checks ... Brake Pedal Position (BPP) Switch.....Behind dash, top of brake pedal. See Fig. 4 . This diagram is of a left hand drive windstar the U.S. version of the galaxie
