The system has a couple of fuses and a relay that power the lights, here is a guide on what to look for when testing the system.

My guess is the multi function switch is bad or the low voltage board.
Please run some tests and get back to us so we can continue helping you.

Can you take a video of the test you are doing so I can see?

Suggested Repair
Check the rear turn, brake, and hazard circuit for a wire rubbed through to ground. Disconnect the connectors and test the wiring and power supply with everything unplugged. Also verify related fuses, the relay, and the multifunction switch; swapping the smart junction box did not stop the constant voltage on the brake/turn pins.
Conversation Summary
A 2005 Ford Freestyle had no rear turn signals, brake lights, or hazards, while the high-mount brake light worked and the front signals flashed rapidly. Replacing the bulbs and swapping the smart junction box did not correct constant voltage on the brake/turn pins. LED bulbs later appeared to work, but the expert still suspected a wire shorted to ground and advised testing the wiring and power supply with the connectors disconnected.
