my front tires keep going flat and inside them are cut marks all the way around tire

Do you mean the inner sidewall? or actually on the inner surface as taken off the rim? The first could be sabotage, the second, a manufacturing defect...

Hi there,

Get the side walls inspected as if the cuts are to deep they will be prone to failure, If ok, the rims may be a bit Rusty where the tyre bead seals and you may need to have them cleaned and possibly return to a tube rather than tubeless fitting, (tubeless tyres can use tubes, so don't get talked into new tyres if you don't need them)
