2004 Ford Freestar front tires

Do you mean the inner sidewall? Or actually on the inner surface as taken off the rim? The first could be sabotage, the second, a manufacturing defect.

Get the side walls inspected as if the cuts are to deep they will be prone to failure, If ok, the rims may be a bit Rusty where the tyre bead seals and you may need to have them cleaned and possibly return to a tube rather than tubeless fitting, (tubeless tyres can use tubes, so don't get talked into new tyres if you don't need them)
