Heater motor

Ford focus 1.6 lx estate 2000 model. Heater only works on high setting, changed motor twice, same fault. Heats fine but only on full blast. Is the control resistor the fault? Many many thanx for any help. :(

Yes, I was right, the resistor was the fault, A good note 4 any focus owners, I replaced it with a second hand one from a mondeo. Worked a treat. And saved 30 quid. :Lol:
