There should be a vacuum actuator for the door. Check it and the vacuum lines to it. Remember, you will not get recirc air if the mode is set the floor/defrost or straight defrost.

followed your instructions
-I checked the actuator and it is fine working properly.
-I checked the suction door and found out it was not moving together with the actuator.
-Fixed the suction door.
-Problem solved.

I have the same problem on my 2004 focus. Where do you find the actuator?
