2002 Ford Focus ac don't work on fan speed 2, 3, 4

I have a AC problem My AC works only onl fan speed #1, as soon as you put it to #2, #3 or #4 speed AC shuts off BUT the blower works on All speeds. I have switched the Whole ac control Head with a Used one, Same thing I switched the AC clutch Relay Same thing. Any Ideas??

I would check ac system if fully charged
check low and high switches
