2001 Ford Focus Seat belt stuck in retractor

2001 Ford Focus 4 cyl Front Wheel Drive Automatic

my 01 focus was in a front end collision. The seat belt is now stuck in the retractor. how do i release the tension in it to put the seatbelt on?
